Brennan, New York City’s Special Narcotics Prosecutor, Ray Donovan, Special Agent in Charge of the U.S. Drug Enforcement Administration’s (DEA) New York Division, New York City Police Commissioner Dermot F. Shea and New York State Police Superintendent Keith M.
